The survey application itself has no subscription option. However what you could do is create a surveyform through which people can subscribe to a survey/ surveys and submit their email etc. You could then export the "registrations" to a csv file and import the data though the Users/ Import Users menu options.

To invite people to participate in a survey you have to make use of the mailing form and list the emailaddresses in the email invitation box. Once you have the addresses collected it's quite easy to copy them to the email invitation box. There is no registration per survey option. It may be a suggestion for future versions.
