The current resume options are manual (I need to remember a token) or automatic (a cookie gets stored and I can only resume from the same computer/browser).  I'd like to be able to bookmark or communicate a URL that can be used to resume a survey.  Something like

NSurveyAdmin/TakeSurvey.aspx?surveyid=4&code=1TYNWZBA

 

I'd actually be happy to do the work and submit a patch if I could get pointed in the right direction.  I'm fairly new to the SP code base so pointers would be welcome.  Thanks.

The best way to contribute any code/ changes is as you suggest to create a fork at the Github site:

https://github.com/surveyproject/surveyproject_main_public/

Next submit a pull request to include the new code. The code will then be reviewed/ tested and if possible incorporated in the next release.
